The federal government requires different visa categories different language levels - from elementary A1 to C1 for certain residence permits. The wrong certificate or a missing one Evidence is one of the most common reasons for rejection at the embassy.

A special feature: There is no general legal language requirement for the work visa (skilled workers). However, the embassy checks whether you can actually do the job - without sufficient language skills the visa will be rejected. Practice shows: A2/B1 is sufficient for simple tasks, B2 is expected for qualified professions.

Spouse reunification – the A1 obligation

The most well-known hurdle: A1 before entering the country

For spouses to join a third-country national (non-EU), an A1 certificate is mandatory before entry - unless an exception applies (e.g. highly qualified, partner studying, illness).

02 A1 – elementary knowledge

What you need to be able to do for A1 and which exams are accepted

  • Introduce yourself: Name, origin, place of residence, family, hobbies (short sentences).
  • Simple everyday situations: Shopping, asking for directions, filling out forms.
  • Very simple grammar: Present, perfect of the most common verbs, nominative/accusative, simple subordinate clauses (because, that).

Accepted A1 exams:

  • Goethe Certificate A1: Start German 1
  • telc German A1
  • ÖSD A1
  • In exceptional cases also “DTZ A1” (German test for immigrants, level A1) – rare.
Attention: A blanket “A1 course certificate of participation” will not be accepted by any embassy. Only the official certificate from a recognized testing center counts. So book the exam in good time.

Work Visa & Blue Card

Language requirements de facto – what employers and embassies require

There is no legal requirement, but without sufficient language skills there is no visa - that is the practice.

There is no legal language requirement for the EU Blue Card. However, practice shows that B2 massively improves career opportunities and makes it easier to obtain a settlement permit later on (which B1 requires). If you only want to use the Blue Card for quick settlement, you should aim for at least A2/B1.

B1 as a cornerstone for permanent residence

After staying in Germany for several years, B1 is the decisive criterion for the prospect of permanent residence.

03 B1 – legal hurdle

Proof of an integration course (DTZ) or equivalent examination

  • Settlement permit (Section 9 Residence Act): You must have sufficient oral and written German skills - in practice B1.
  • Naturalization (StAG § 10): Since 2024, B1 has generally been sufficient. No higher level is required, although there are sometimes rumors about C1.
  • Evidence: The German test for immigrants (DTZ) with B1 is the easiest way because it is included in the integration course. Alternatively telc B1, Goethe B1 or ÖSD B1.

Important exception: Integration course participants who only achieve A2 in the DTZ do not receive a settlement permit - they have to repeat the exam. Around 20% of participants only achieve A2.

Don't underestimate the time you need for B1. From A1 to B1 there are an average of 600-800 teaching units (approx. 8-12 months intensive). Plan well in advance before your residence permit expires.

Which test for which visa?

Overview: The right certificate for your application

Not every certificate is recognized by every embassy or immigration office. Here is the recommendation for each type of visa.

04 Recognized certificates

telc, Goethe, ÖSD – all three are equivalent for authorities

  • Spouse reunification/A1: telc A1, Goethe A1, ÖSD A1. All accepted. Decide based on cost and appointment availability.
  • Work visa (B1/B2): telc B1/B2, Goethe B1/B2. Job-specific exams (telc B2 C1 Job) are a plus.
  • Settlement/naturalization (B1): DTZ (only for integration course participants), telc B1, Goethe B1, ÖSD B1. DTZ is the easiest because it is integrated into the course.
  • EU Blue Card (optional): Any certificate is sufficient here; A certificate is not required, but it makes communication with employers easier.
Even if the embassy accepts all three providers, the specific clerk may have reservations if the certificate comes from a very exotic exam center. If possible, choose Goethe or telc, as they are the most well known.
