Professional recognition is not a uniform process – it depends on the profession, the federal state and the responsible body. Anyone who starts the process too late will lose months. If you write in the wrong position, you have to start over. If you do it right, you will have a legally binding decision in 3-6 months.
The foundation
“Recognition” is not a uniform term. Depending on the context, he says different things – and the mix-up takes time. Clearly distinguish three terms: assessment, equivalence and recognition.
Evaluation, equivalence, recognition – three different things
anabin is the database of the Conference of Ministers of Education and Cultural Affairs, the foreign one Educational qualifications categorized. It indicates whether you have a university degree is classified as equivalent (H+, H++, H=) or not (H-). An anabin rating is not official recognition – it is an initial reference point for embassies and employers.
A formal statement that a foreign qualification is equivalent to a German one is equivalent. Is issued by the relevant authority. This determination is necessary for the skilled worker visa (§ 18a/b). – even if not full recognition in the sense of a regulated profession is required.
The actual “recognition” in the narrower sense: a state authority or chamber grants permission to practice a regulated profession under the to exercise a protected professional title. Without this notice, the exercise is prohibited the profession is banned in Germany. This is the legally binding document - not the anabin result.
For non-regulated professions – i.e. the majority of all professions in Germany – There is the Professional Qualifications Assessment Act (BQFG). It enables a voluntary determination of equivalence, which is not compulsory, but is an opportunity for applications and salary negotiations improved.
Responsible bodies
There are over 500 bodies responsible for professional recognition in Germany. Which one is responsible depends on the profession, the federal state and the professional group. Writing for the wrong job takes weeks.
Medical associations and licensing authorities
Professions: Doctors, dentists, veterinarians, pharmacists, psychotherapists
Responsible: Approval authority of the federal state (regional council, state office of health, etc.) - depending on where you live or planned branch
Regional councils & state authorities
Professions: Nurses, midwives, MTA, MFA, physiotherapists, occupational therapists, speech therapists
Responsible: Regional council or state office of health – different names depending on the federal state
Chambers of engineers of the federal states
Professions: Engineers (civil, mechanical, electrical, environmental) with a protected professional title – only regulated in some areas of activity
Responsible: Chamber of engineers of the respective federal state (e.g. Chamber of Engineers Bavaria, Chamber of Engineers NRW)
Chambers of Crafts (HWK)
Professions: Master craftsmen, journeyman qualifications in trades requiring licensing (Appendix A HwO): electricians, plumbers, carpenters, automotive mechatronics technicians, etc.
Responsible: Chamber of Crafts of the target federal state. The decisive factor is the German reference occupation - not every skilled trades job profile is covered by IHK FOSA.
IHK FOSA, HWK, ZAB – depending on the reference profession
Professions: Commercial, technical and industrial training occupations (not regulated, voluntary determination)
Responsible: IHK FOSA for IHK professions, Chamber of Crafts (HWK) for craft professions or Central Office for Foreign Education (ZAB) - depending on the German reference profession
Federal state ministries of culture
Professions: Teachers at state schools, educators in state institutions, social workers
Responsible: Ministry of Culture of the respective federal state - requirements vary greatly depending on the federal state
The procedure
About recognition-in-deutschland.de enter your own profession and select the target federal state. The system shows the responsible authority with contact details. Wrong location = restart procedure. If it's unclear: ask by phone - most places provide advice free of charge.
Each responsible body has its own list of documents. Standard: diploma, diploma supplement or transcript of records, Proof of training, proof of activity (employment references), curriculum overview the university or training institution. All documents in non-German languages must go through sworn translators are translated into German.
Translation costs: approx. 50-120 € per document. Plan for several weeks.
Submit the application in writing or online – depending on the location and federal state. The processing fee is usually due with the application. Incomplete documents lead to additional demands and extensions the procedure significantly. It's better to submit more once than wait for additional requests.
The procedure takes 1-6 months. Don't spend this time idle: Start a job search, build a LinkedIn profile, complete a language course, Prepare application documents. Communicate clearly in the cover letter: “Recognition process is ongoing, Notification expected by [date]." Employers respond positively to this transparency.
If the decision results in partial recognition (significant differences to the German conclusion), a compensatory measure is established offered: either one Adaptation course (6-24 months Professional practice under supervision) or one Aptitude test (written and/or oral examination before the responsible body). The choice is up to the applicant – unless required by law.
Adaptation courses are often co-financed by employers – ask.
With the positive decision: apply for a visa (if you have not already done so), Update applications, conduct salary negotiations. The decision is valid permanently - you cannot apply for it again when changing jobs or moving within Germany (Exception: Doctors/medical professions in some federal states with local license).
Possible results
The recognition process can have three different outcomes. Only full recognition allows direct professional practice in regulated professions.
Full credit
The foreign qualification is considered completely equivalent recognized with the German reference profession. Immediate professional practice possible. The job title may be used. Applies to applications, salary negotiations and the skilled worker visa.

Partial recognition – significant differences
The qualification corresponds to the German reference profession not complete – there are significant differences in content or scope. A compensatory measure is ordered or offered: Adaptation course or aptitude test.
